How long can I use winter rules in New England?

I’ve been playing since late March. At first the greens were cracked and/or soggy, so I allowed myself “temporary greens rules” and never recorded more than 2 putts per green (even if it took 3). Now the greens are in better shape, but still littered with pine needles, leaves, divots, etc (too much to remove). Are there any hard-and-fast rules as to when to apply “winter rules” to scoring? For the record, the golf course has a sign up denoting that it is still winter season. I am in New England.

I hate to rain on your parade, but the USGA Rules of Golf has no ‘winter rules’. There are time when the Golf Professional will play lift clean and place. This is when a tournament or some sort of Competition is going on and the course is very wet. If you play before April 1st in New England you can not post scores to your handicap so no issues with moving the ball.

Keep in mind that in the eyes of the USGA they do not recognize the term ‘winter rules’.
